Update Element Block Rule

Updates an existing element block rule. This is a full replace — the entire rule definition must be provided in the request body. For built-in rules, only certain fields can be modified. Check the rule's editable field (returned by GET) to determine which fields are writable. Attempts to change restricted fields return a 403 error.
