Better Session UID lifecycle handling and network throttling for realtime recording.

• Introduced throttling for realtime recording network requests to reduce load on backend services.

Bug fixes

• Improved session lifecycle controls for Session UIDs and fixed an issue with userId preservation during non-stateless startup.
